DeStefano is best known in the immigration world for the creation of municipal ID cards which, among other things, can help undocumented residents open a bank account. (Although DeStefano got major press over this, I don&#8217;t think it was that unusual a policy. I&#8217;ve heard stories of Westchester residents using their county pool pass as an ID at the bank.)
